all affected by the AIDS pandemic. But more than others,
this epidemic carries the face of women. For it is women
who bear the most significant burned of HIV and AIDS. As
daughters, mothers, sisters, and grandmothers, every day
they experience and live out the reality of this
epidemic…we must proclaim that the women of Africa
cannot continue to bear the burden of HIV and AIDS
alone. For every woman and girl violently attacked, we
reduce our humanity. For every woman forced into
unprotected sex because men demand this, we destroy
dignity and pride. Every woman who has to sell her life
for sex we condemn to a lifetime in prison. For every
moment we remain silent, we conspire against our women.
For every woman infected by HIV, we destroy a

We see a day when…
…everyone has the right to accessible and
high quality HIV prevention, medical care,
treatment and support services;
…everyone living with AIDS has the right to
the direct access to the basic necessities
of life: Food, shelter and support services
that assist in the coordination of care;
…access to mental health care and Alcohol
and Other Drug Abuse (AODA) services are
considered a right and not a privilege
afforded only to a few;
…individuals living with HIV/AIDS are fully
represented in the leadership ranks of AIDS
Service Organizations (ASOs);
…the Wisconsin Department of Health Services
AIDS/HIV Program has, as it’s primary
responsibility, funding and holding
accountable AIDS Service Providers and
Community Based Organizations (CBOs) that
are responsive to the needs of their
beneficiaries;
…HIV infection rates decrease as a result of
improved education and prevention efforts
that reach all communities, not just
predefined “communities at risk”;
…all state and federally funded ASOs become
effective stewards of the funds they
receive;
…accessible high quality HIV services exist
throughout the state of Wisconsin without
disparity in services provided based on
geographic location;
…all Wisconsin residents living with
HIV/AIDS recognize they have a right to live
a life free of the stigma and shame that so
often accompany an HIV/AIDS diagnosis;
…everyone impacted by this disease will feel
empowered to ensure their rights as a
citizen and human being are met and become
an active part of the collective voice of
ACT UP Wisconsin.

It is clear
from these numbers that Dr. Jim
Vergeront is profoundly over funding
AIDS Network’s case management system at
the EXPENSE of other vital HIV/AIDS
services; mental health, AODA, dental,
subcontracts to UW’s HIV clinic, etc.

Probably no
other disease in human history has been
associated with social and political
activism to the extent that the HIV
epidemic has. Especially early in the
epidemic, most persons infected with HIV
were from socially marginalized
populations lacking political power. The
lack of attention paid to the AIDS
epidemic has been well chronicled in
numerous articles and books; the
best-know of which is "And the Band
Played on" by [the late] Randy Shilts.
Activist groups formed to fill the void
left by the in attention from more
established organizations, both in
providing critical information about the
disease and in mobilizing public opinion
to enact legislation responding to the
epidemic. Many of these groups remain
significant today in providing
information and shaping public opinion.

The Denver Principles :
We condemn attempts to label us as
‘victims,’ a term which implies
defeat, and we are only occasionally
‘patients,’ a term which implies
passivity, helplessness, and
dependence upon the care of others.
We are ‘People With AIDS.’.
RECOMMENDATIONS FOR ALL PEOPLE.
1. Support us in our struggle
against those who would fire us from
our jobs, evict us from our homes,
refuse to touch us or separate us
from our loved ones, our community
or our peers, since available
evidence does not support the view
that AIDS can be spread by casual,
social contact.
2. Not scapegoat people with AIDS,
blame us for the epidemic or
generalize about our lifestyles.
RECOMMENDATIONS FOR PEOPLE WITH
AIDS.
1. Form caucuses to choose their own
representatives, to deal with the
media, to choose their own agenda
and to plan their own strategies.
2. Be involved at every level of
decision-making and specifically
serve on the boards of directors of
provider organizations.
3. Be included in all AIDS forums
with equal credibility as other
participants, to share their own
experiences and knowledge.
4. Substitute low-risk sexual
behaviors for those which could
endanger themselves or their
partners; we feel people with AIDS
have an ethical responsibility to
inform their potential sexual
partners of their health status.
RIGHTS OF PEOPLE WITH AIDS.
1. To as full and satisfying sexual
and emotional lives as anyone else.
2. To quality medical treatment and
quality social service provision
without discrimination of any form
including sexual orientation,
gender, diagnosis, economic status
or race.
3. To full explanations of all
medical procedures and risks, to
choose or refuse their treatment
modalities, to refuse to participate
in research without jeopardizing
their treatment and to make informed
decisions about their lives.
4. To privacy, to confidentiality of
medical records, to human respect
and to choose who their significant
others are.
5. To die--and to LIVE--in dignity.
